Who is the qualification aimed at?
Someone who is a practicing manager or aspires to be a practicing manager with the following responsibilities:
• Allocation of work to other colleagues
• Using resources effectively to achieve results
• Ensuring organisational policy requirements are met within own area of authority
• Contributing to peripheral areas in relation to change management, recruitment, staff development

How is the programme structured?
The programme is broken down into 5 modules

Module 1 - Managing a Payroll
• Input new employees on the payroll.
• Calculate the tax and National Insurance liability
• Identify and calculate Statutory Sick Pay and Statutory Maternity Pay
• Understand the importance of accurate and timely processing
• Understand the importance of health and safety

Module 2 - Managing the Tax Year End
• Accurately produce statutory and non-statutory year end returns
• Identify and report the tax and National Insurance liability of expenses and benefits
• Identify the importance of procedures, planning, organisation and monitoring of work
• Use IT accurately to produce reports and returns

Module 3 - Managing advanced tax and National Insurance issues
• Apply the criteria for determining employment and self employment status
• Differentiate between the different types of termination payments and their tax and NI implications
• Deal with the special rules for the treatment of directors
• Evaluate the ways in which a pension payroll differs from an employee payroll.
• Demonstrate an understanding of the specific rules relating to the construction industry scheme

Module 4 - Managing employment law issues
• Analyse the links between an employee's Maternity rights and Statutory Maternity Pay
• Develop criteria to enable compliance with the National Minimum Wage Regulations
• Apply a knowledge of the Working Time Regulations to developing controls to ensure compliance
• Develop contracts of employment that comply with the law.

Employment Rights Act 1996
• Deal with the legal aspects of redundancy situations
• Develop a set of discipline and grievance procedures

Module 5 - Managing the payroll environment
• Identify potential risks in order to prevent disaster and fraud in the workplace
• Supervisory skills and staff development
• Develop a job evaluation scheme for a payroll department techniques
• Prepare and present a report to a management team
• Setting Performance Targets and Staff Appraisals

Entrance requirements
There are no pre-entry qualification requirements for the full course, but it is recommended that any students should have at least one years practical payroll experience.

Can I gain any exemptions?
Candidates can gain exemption from certain of the modules if they provide evidence of holding an NVQ in Payroll Administration at steps 2 /3 or a step 2/3 BTEC/Edexcel award in payroll procedures.

• step 2 NVQ in Payroll Administration or a step 2 BTEC/Edexcel BTEC Advanced Certificate Level 3 in Payroll Techniques will give exemption from Module 1 of the Professional Certificate in Payroll Management.

• step 3 NVQ in Payroll Administration or a step 3 BTEC/Edexcel advanced award in payroll procedures will give exemption from Module 2 of the Professional Certificate in Payroll Management.

• Both steps 2 and 3 NVQ in Payroll Administration or a step 2 and 3 BTEC/Edexcel award in payroll procedures will give exemption from Modules 1 and 2 of the Professional Certificate in Payroll Management.

How long will it take?
Without exemptions, the full qualification programme will last 45 weeks if taken without any breaks.

With one exemption it will take a 31 weeks and with two exemptions, it will take 23 weeks.

How is the qualification obtained?
The qualification is obtained through e learning and successful completion of Marked Assignments.

For this step only - Certificate in Payroll Management will cost £1,497 plus VAT.
The cost to move on to the Professional Manager (Diploma in Payroll Management) programme after completing this step would be an additional £900.

For all stets up to this point - Certificate in Payroll Management will cost £2,397 plus VAT.
The cost to move on to the Professional Manager (Diploma in Payroll Management) programme after completing this step would be an additional £600.
